I am having a blue smoke coming from exhaust on my 1999 audi a4 1.8t.what can cause this?

the valve seals are bad and leaking oil down on the valves and after you start the car it burns off. or it could be the drain holes are stopped up under the valve pan covers but whatever causing it, it is oil burning.
