HELP IM BEGGING HARRED BY FIREMAN ITS NOT A JOKE WHAT ARE MY RIGHTS, this man in my apartment building set?

fire to his apartment because he was using drugs and fell asleep they are letting him get away with it cause he's old fine, but now they wont let me leave cause I wont hire a company at 2 in the morning for an who doesnt pay rent and endangers others carelessly. Do they have the right to hold me in my office? They wont let me leave is this legal and am I really obligated to clean up after this ? I agree any other tenant affected yes but not this guy he chose to get high and then wouldnt open his door to me I had to have my friend kick it down. and it was a bad fire causing 500 people to get evacuated
