Generally the same action occurring twice. As long at the actions are described the same way. Beating your wife is an action. Both Alfred and Barney beat their wife. Two people committed an action. However, if you describe them separately, then they are two actions. Alfred beat his wife in the same method used when Barney beat his wife.
