Have your parents considered homeschooling him? This means that one of them stays home and teaches him. They'll have to get books for him, but they can use a number of library books for many subjects so the cost of books can be low, especially if they buy used books. Or they could hire someone else to tutor him--though that can get very expensive (no, Medicaid won't cover that cost). They may think he needs a specially trained teacher, but usually kids like this mostly need individual attention to learn...
